Football is the only game that has 45 minute halves; leave that as it is. However, stop the clock for the time the substitutions tak, or in th opinion of the ref here is too much cynical rolling around going on,. Treat it immediately like an injury and make the cheat come back on, thus reducing his side to 10 minutes. Back on when the ball next goes out of play. That would stop that game.

Sorry, but that's bollocks. There have been a few good changes down the years, with the keeper not being able to pick up a back pass being the best of the lot.
Do you still think a Willie Young type tackle only deserves a yellow card?
I don't think the 45 mins e/w will ever change. I wouldn't mind seeing a change in pens whereby the bloke who misses a pen cannot score from the rebound...you missed once pal you aint getting another go.

Nothing much about penalty kicks which in my opinion are too easy to score from. In cases where a foul / deliberate handball prevents a certain score, an immediate penalty goal should be awarded. An award of a penalty try in rugby is rarely controversial.
That would leave the vast majority of cases, including those when forwards fall too easily or look to be fouled by leaving a trailing leg etc., or when a handball is harmless and/or debatably accidental. A penalty kick is far too harsh a sanction in those circumstances, as supported by evidence that a ref who awards one side a penalty is more likely to award one to the other side to restore fairness. Make penalty kicks harder to score from, perhaps by taking the spot back a metre or two. Certainly I agree that if a kick is saved, play should stop for e.g. a goal kick.

AMA - I don't think this proposed change will eliminate all forms of time wasting, but will address those two. You may be right, it may only shift the sort of time wasting.
And I also agree with you about the money. However, capping wages won't necessarily help either, at least not help the fans; it may only mean that more money stays in the pockets of club owners.

Feigning injury and making late subs is as much about disrupting momentum as it is eeking out time so as AMA says this won't stop it.

I don't think it'd stop it at all. The players will still feign injury and tactics will just shift to running down the clock with more keeping the ball in the corner shit. The clock stoppages will likely increase the match time way beyond 90 minutes, and further take momentum from the game.
I'll stop watching football if the fuck with the structure of a match.
What Football needs to be focusing on is capping transfer fees/wages, regulating agents so they cannot take such vast amounts from the game holding clubs to ransom, and further balancing competition rather than rewarding rich clubs with more riches than it's competitors and safe guarding them in Europe with seeding.

I would like a rule where you get a free kick if a defender deliberately gets between an opponent and the ball. You could call it obstruction!

It isn't actually shorter playing time.
As it stands now the game is 45 minutes each way. When the play is stopped for whatever reason, the clock (as controlled by the referee) keeps running.
Under the new system, when the play is stopped, the clock is also stopped.
The old system was wildly subjective and open to abuse - think "Fergie time." I don't know if there has been any great study, but I'm willing to wager that, even with "injury time" added on by the referee, games would be anywhere near a full 90 minutes; I'm also willing to wager most games now are only about 60 minutes of actual playing time - hence the number proposed.
The real attraction in this proposed new system is that it would instantly see an end to practices like players feigning injury and managers making bogus substitutions at the 90+4 minute mark.

Surely it would be similar to Rugby, that if a foul is conceded it doesnt stop the game, the defending team would need to kick it out.
I actually quite like the most of the ideas, the 30 minute idea would totally remove 'Fergie' time. Instead you would get the same conclusion to the game that you currently get in rugby, which I really enjoy. Everyone knows where they stand. Like the ABBA idea for shoot outs, much fairer. Not sure about players passing to themselves from free kicks, although could be interesting.

For all the "foreigners messing with our game" guys - the suggestions come from IFAB.
"The IFAB is comprised of the four British football associations (England, Scotland, Wales and Northern Ireland) with one vote each, and FIFA, with four votes. Passing a motion requires a three-quarters majority."

30 mins each way does not mean kicking off at 3pm & half time just after 3.30pm
60 mins of actual playing time could well see games finishing later than now.
At the LS with the tarpaulin covered wasteland around the pitch evening kickoffs might see people missing the last tube.

Coffee - but those changes were minor tweeks which don't have any effect on the ebb and flow of the game. What these idiots are proposing would interfere with the flow of game, as has been witnessed in the Confederations Cup with the video ref bollocks, where no one seems to know what the fuck is going on.

This thing of waiting til a break in play before blowing the final whistle - if it was used in conjunction with a 30 min per half rule then players would know when time is up and a side defending a lead would surely just deliberately foul the opposition to end the game. If the ref plays on after that and allows the free kick then when does he stop?
